If anti-tax crusader Ted Costa is looking for allies in his bid to recall Gov. Gray Davis, he may be able to sign up Noise Free America. The group previously has blasted car alarms, a variety of clangorous cities and even former Gov. Jesse Ventura of Minnesota for his love of loud vehicles.
